It is the spy’s fault because he did not give the man the bagel he is sum reason.
Reason 1: it is the man because the man has money and the pigeon doesn't.
Example 1: because the man throws the bagel and it pushes the button. And sets the rocket
Reason 2: The man was maen and not giving the holl bagle to the pigeon .
Example 2: because it is not nice of the man to give the pigeon a crum .
Conclusion 1: for all of the reason i've given that is the spy fault because he did not give the pigeon the beagle.
